Spanish Coastal Water & Agriculture Resilience Program

Supporting Small Farms, Rural Communities and Local Enterprises

Executive Summary

Spain is one of Europe's leading agricultural producers, yet many rural regions are increasingly affected by water scarcity, soil degradation, desertification, rising temperatures, and growing irrigation costs.

The Spanish Coastal Water & Agriculture Resilience Program is a practical initiative designed to help small farms, agricultural cooperatives, family businesses, and rural communities improve long-term resilience through sustainable water management, soil regeneration, renewable energy, and climate-smart agriculture.

Rather than replacing existing farming systems, the program introduces affordable and scalable technologies that strengthen local agriculture while reducing environmental pressure.

Objectives

The program aims to:

Improve water security for agriculture.

Reduce dependence on increasingly scarce freshwater resources.

Restore degraded soils.

Increase farm productivity and profitability.

Support local food production.

Strengthen rural economies.

Create new green jobs.

Improve climate resilience.

Main Components

1. Community Water Systems

Development of small and medium-scale renewable-powered desalination systems for coastal regions.

Potential applications:

irrigation;

livestock;

greenhouses;

emergency water supply;

local water cooperatives.

2. Soil Regeneration

Implementation of practical regenerative agriculture techniques:

compost production;

biochar;

organic matter restoration;

mulching;

cover crops;

erosion control;

water retention improvement.

Healthy soils require less irrigation and remain productive during drought.

3. Renewable Energy for Farms

Support for:

solar-powered irrigation;

photovoltaic systems;

battery storage;

energy-efficient pumping;

renewable-powered water treatment.

Lower operating costs improve farm competitiveness.

4. Demonstration Farms

Creation of pilot farms where farmers can observe:

efficient irrigation;

water recycling;

regenerative agriculture;

drought-resistant crop systems;

agroforestry.

These sites become regional training centres.

5. Coastal Green Belts

Planting multifunctional vegetation around agricultural areas to:

reduce wind erosion;

improve biodiversity;

create shade;

protect soils;

improve the local microclimate.

6. Agricultural Cooperatives

Support for farmer cooperation through:

shared equipment;

joint irrigation infrastructure;

collective marketing;

shared processing facilities;

knowledge exchange.

7. Innovation & Digital Agriculture

Support for:

soil sensors;

moisture monitoring;

satellite mapping;

precision irrigation;

AI-based water management.
